You talk all the time. Things which take 1 week to complete, first take 3-6 month to only talk, and then the same to implement. A lot of technical debt for everyone, so every new project take months or years to start or complete. Despite the efforts, there is literally no communication between departments and people, and you simple don't know where to go and ask questions for first months.
