Regression testing should be done if any change done by the developers that's mean testing should be done against the newly deployed code/or a release deployment happened where we just make sure it has no other impacts this testing should be done before the handle the software to the customer while UAT( User expecting Testing) is to do the testing from the customer side and you will test everything functional and no functional testing and make sure the software meets the customer requirements
