As a small company, today's chaotic business climate is just plain scary, although they've weather it well so far.

Transparency and openness are rewarded with cold shoulders from senior leadership and eventual layoffs if your thinking isn't in line with theirs. HR does not seem to be there to look out for the employees, they are there to look out for the senior leadership only. "Anonymous" reviews are requested, but rarely are anonymous with comments made by the CEO and COO repeatedly if they are given poor reviews.
