He refuses to follow Standard Software Development Methods, like proper Testing Plans, Regression Testing, Test Environments(!?!), having people other than the developer do additional testing should be the rule! Without proper testing, this leads to 'problems' which he then blames on the developers when the clients' data is impacted from untested changes.
