Afraid to invest money in facilities or employees so the buildings are improperly maintained and there is high turnover. Status quo is nearly impossible to break through - new ideas are not encouraged. Communication from management and between departments is sorely lacking. Limited opportunities for career advancement. Most long term employees seem to remain out of their own fear to move on, not because they actually want to be there, so morale is poor.
