Guidelines change quickly mid stream. Often the directions for change one arrived after change two had been initiated. There is very little proformance evaluation until a person has done something wrong. Basic evaluations were done by self and reviewed by leaders 2 -3 months later. Feedback is after season is completed and has very little to do with actual proformance more the bottom line. If you had a good year with increase in clients you were rated highly, if you had a bad year you were rated poorly. The evaluation did not address actions or reasons for the outcome.
