Policies are made by nameless people who don't do the job (no-one can ever pinpoint exactly where a message came from), and these policies will make things harder for the staff and customers, and people just shrug and get on with it, because if you try and challenge things, no-one listens. The apathy in the place is really depressing. Senior managers make policies because they need to show that they can 'deliver at pace' or make effective changes in order to progress to the next level of management, but more often than not, it makes things worse. People come to work, switch off their initiative, follow unqualified managers and pointless policies, sometimes complaining about those things but they won't do anything about it. This is just the nature of the job. It's funny because when new people start, the current staff joke about how they are so optimistic, and within about a year, their spirit is crushed to the point that they just accept it for what it is and get on with it, or they leave. Also there are very few opportunities for progression.
