Individual branches and staff can be good or bad.

Horribly inconsistent from branch to branch. Dozens of new admin positions created by new CEO while cutting front line staff and hours. Lots of hurry up and wait for the decision makers to actually do their job. Customer promises and earned challenge gifts never materialize, increasing customers frustrations with the library service and front line staff. If you are a hard worker in your position, your manager won't allow you to be promoted. Only way to move up is to be friends with the hiring department head. Purposefully non-diverse. "We have one" is a phrase you will hear. Suddenly downgraded benefits package mid-fiscal year costing front line staff about 4% income just before Christmas, with no warning. Alternates between being micromanaged and completely abandoned with no support until they come back angry you haven't already been doing whatever they decided on today. Top level management often refuses to call employees by their correct name, even while wearing a name badge. Security department has been "transformed" away from actually providing security for staff.
