Upper management should not be in management. People get promoted by knowing someone, not by skill base. LA in IT is erratic to say the least and the managers are the worst I have ever seen. They promise government jobs to contractors, which is illegal. "This for that" kind of deal. Very unprofessional. Grapevine is rampant and you won't make it unless you fit in the clic'.
