Growth is extremely challenging and rarely merit-based. You can excel in your role, then when your performance review comes around and you request a raise/promotion you will be encouraged to further your education (usually getting an MPH or an MBA) or to transition to a higher role at a different company and come back in order to "earn" the promotion. If a higher role opens at the company, they encourage you to apply but will almost always select the most qualified candidate they can pay the least, which ends up being someone in a role similar to your current one but from a different NGO. This actively discourages company loyalty and drive to excel in your own role, but rather drives one to seek employment elsewhere in order to grow.
