IT systems out of date, not centrally managed, poor planning, lack of unified systems architecture -major departments with university oversight awarded cumbersome control over individual colleges’ abilities to make changes or optimize efficiency at the individual college level. -Tenure policy seemingly applies to all employees; extremely difficult to hold legacy individuals accountable for performance.
