The con is the same as the pro - Raytheon gets jobs by hiring newly retired officers from the positions from which decisions were made. There is no consideration to conflict of interest and no consideration to whether the new retirees can manage a fundamentally civilian organization. This leads to the hiring of the recently retired commander of an organization that gave them a contract, same commander taking program management of that same contract and then a ton of back-pedaling when they realize the illegality of that move. "Leaders" are not equipped to worm in a civilian environment amd expect "orders" to be carried out like in the military without concern to the rules. "Bill everything to the customer no matter what it is because I don't want to ask for overhead authorization" is standard. One day, a GAO investigation will be the downfall of Raytheon
