poor upper management no good planning new plans every few years to try something new to get better layoffs for new structure every 5-years or so there is no building on top of previous plans, just complete revamp their position in the industry is so well ahead of others that they can keep failing to plan and still make a lot of money -- but it's not good for the engineers & managers who want to grow their careers
