Basically if you are driven and have a lot of ideas or have other options, don't bother. A lot of people up top don't really know much about transit and you will not be rewarded for working harder. They have no merit system and basically brown nosing is the best way to move up. Empty positions can languish for many months if not years, and the 'acting' role is very abused. Lots of opposition to implementing even the most basic best practices. Entire departments vanish every few years.
