Challenges your patience as nothing gets done and there is no culture of collaboration

- leadership promotes groups working in silos - there is no packaged product and is difficult to sell and implement - they have no issues letting people go with no reason other than to create new roles that the government will pay for - there are no real customers other than the first one that dictates where the product goes
