The administrators are inexperienced and as a result have created a fear-based environment so that they are never questioned. The people who are too afraid to disagree are the ones who get promotions. This results in unqualified and uninspiring followers becoming leaders. They have a high turnover rate. It is not hard to find a better place to work when they have set the bar so low.
