Human Resources takes a highly specialized approach to talent management. In that you cannot really change functions easily in UNHCR. You have to hyper-specialize in one area. So if you are a protection staff, you tend to burn out from trauma without an internal mechanism to alleviate the burnout. The higher you go in UNHCR, the crazier you become.

A “black hole in PI” through which friends were hired initially as interns and immediately as staff members without any break, staying there permanently. This core of staff was limitless upgraded after 2015 emergency and became abusers of new staff being hired and fired under harsh conditions of work included. Political and exterior interventions in recruitment. No penalty but rather protection of abusers. Spouses/relatives in units and spouses/relatives in political and government positions. They can fire or hire whoever they like. Manager of a position not present during interview. Anything can happen to you by other UN staff especially in the field, without you ever having the chance to prove it as UN is above local law. Academic education is not considered, especially if you are considered as a threat for the position of someone else. Previous UN experience as well. Persons with important academic education are working as G level at lowest level than others with secondary education. You can be considered as overqualified to stay away from upgrading in a more proper position to your background because positions are predestined for friends. Vacancies are predestined for specific persons before even being announced and published. Persons with irrelevant education are leading units.
