They used to do a good job hiring top talent but then the CEO drove them all away and are left with yesmen who just kowtow to his asks without actually implementing any sort of plan to accomplish them.

Once the CEO gets involved with your space, welcome to the kiss of death. He is a shoot first ask question later type of person who doesn't accept the constraints of reality.
