HR is overly complicated and hiring practices are so rule-bound that quick hires are almost impossible. The people that are hired are all excellent and really good at their jobs but each decision they make is second guessed away until everyone has a sense of learned helplessness- nothing can be done quickly because it has to be run past the CEO before it can be implemented.
